Solve access before planning trades
The Quartermaster starts at +40 standing and raid-loot sellers at +80. Marketplace Requests begin earlier, at +20. This makes the initial relationship different from a faction whose customers are already visiting: a trading plan must first explain how the relevant access is reached.

Reporting a revolutionary can pay Security while reducing Revolution standing. Known Snitch begins with a Revolution penalty, and Blabbermouth slows gains. Those starting choices can conflict with a plan built around the Quartermaster, even if their immediate benefits help another part of the shop.
