Direct answer
UPDATE 049 fixes Dr. Jackson losing stock when the player leaves his store too quickly. It also corrects duplicate offers of owned unique items on the Back Counter and the Aug Scanner remaining available after Security ends the aug threat.
Distinguish a bug from an availability rule
Toolbox is documented after day 14, so absence before that point is not evidence of the stock-loss bug. Other items can have their own progression conditions. Note the date and item, and preview the offered stock without assuming all catalog entries appear together.

Report the transition that lost stock
Record what was visible before leaving, how the visit ended and what appears on return. If only one gated item is absent, report that separately from the entire stock disappearing. Keep the current save intact; a historical bug description does not justify deleting progress.
