Direct answer
An item's value, a customer's eligibility and the customer's budget are different constraints. UPDATE 049 changes bargaining's effect on budgets and scales some tier-three display buyers; it does not remove budgets or create one universal maximum markup.
Diagnose the refusal before changing price
Confirm that the visitor buys the item's category and is allowed to accept that particular product. Premium Spring Water keeps its buyer restrictions despite receiving the Water tag. Then compare the current offer and bargaining panel instead of assuming any refusal means the item was misidentified.

Use modifiers only once
The patch fixes premium and discount buyer modifiers applying twice to container contents. It also separates reputation multipliers by trade direction. An old container sale or bargain video can therefore overstate a margin. Evaluate the complete current offer and leave room for a refused negotiation in the cash plan.
