A display buyer is a visitor who spends money on your stock; that is a different role from a seller bringing supplies. UPDATE 049 scales the budgets of some tier-three display buyers, not every customer's willingness or ability to buy any item.
Check both category and budget
An interested buyer can still face an item restriction or a spending limit. Premium Spring Water gained the Water tag in UPDATE 049, but the patch preserves a restriction against non-Upper Level customers and tourists. A broad tag alone does not remove that restriction.

Use the actual offer to evaluate a sale
Inspect the proposed payment rather than substituting a catalog base value. UPDATE 049 fixes premium and discount modifiers applying twice to goods inside containers; an older screenshot may therefore overstate proceeds. Keep item suitability and the counteroffer price separate when diagnosing a refused sale.
